Panelist: Felecia Freeman, Citizen Potawatomi Community Development Corporation

Felecia Freeman is a Citizen Potawatomi tribal member who has worked for the Citizen Potawatomi Nation since 2006. Her Potawatomi name is Jiqwes kwe, meaning “Little Thunder Woman.” She is a commercial loan officer and a certified credit counselor for the Citizen Potawatomi Community Development Corporation, where she has assisted in making over $40 million in loans to Native American entrepreneurs. She is the CPCDC liaison for the Comanche Nation Revolving Loan Fund in Lawton, Oklahoma and coordinates the credit-counseling program for CPN tribal members.

She is active in the community, serving on the State Board for the American Indian Chamber of Commerce of Oklahoma as Vice President, Advisory Board member for the local Bridges out of Poverty Initiative, Shawnee Leadership Committee Member, and an Ambassador for the Greater Shawnee Chamber of Commerce. She is a member of Opportunity Finance Network (OFN), The Native Community Development Financial Institution Network (NCN), and the Oklahoma Native Asset Coalition (ONAC). She holds a Bachelor’s degree from the University of Central Oklahoma.

Panelist: James Boggs, Executive Vice President and President, Community & Tribal Banking at Sovereign Bank

James P. Boggs, of Edmond, is an Executive Vice President and the President of Community & Tribal Banking at Sovereign Bank, owned by The Citizen Potawatomi Nation.

Prior to joining Sovereign, he served as President of the Edmond Market at First Fidelity Bank.

After graduating as a Top 10 Senior with Honors from Oklahoma State University Spears School of Business in 1996, James worked for over 20 years at MidFirst Bank headquartered in Oklahoma City.

James is a life member of the OSU Alumni Association and served for 6 years on the Board of Directors. He is a 2000 Graduate of the Oklahoma Bankers Association Commercial Lending School and currently serves on the OBA’s Government Relations Committee, & as Chairman of the OBA’s Consumer Lending School Board.

James is active in the Edmond/OKC community, serving as the current President of the Edmond Rotary Club and is the Immediate Past Chairman of the OU HSC Harold Hamm Diabetes Center.  In 2019, the Edmond City Council appointed Boggs to serve on the initial Regional Transportation Authority (“RTA”) of Central Oklahoma Board of Directors (a public trust Board that Boggs serves as Treasurer and works closely on the Executive Committee with Governor Brad Henry).  James is a 25+ year member of United Way Horizon Circle, past Leadership Edmond Alumni Chair, Leadership OKC Class XV graduate, Leadership Edmond Class 33 graduate, serves on the McBride Orthopedic Foundation Board, Eagle Scout, prior Treasurer of The Downtown Club of OKC, member of Oak Tree Country Club and current OSU Foundation Board of Governors. James served 4 years on the School Board for Oklahoma Christian (OCS) in Edmond, and was elected Board Chair.  For 10 years following the OSU plane crash, James served as a volunteer and Chair of the Bill Teegins Golf Championship (alongside Bill’s family), raising millions in support of Bill’s passion to provide funds for arthritis research and high school athletics injury prevention in Oklahoma.

A native of Okeene, OK James and his wife Dayna, also an OSU Spears School of Business alumna, have endowed a scholarship for students demonstrating financial need in the Spears School of Business.

James & Dayna now live in Edmond and have two daughters.  Ana Grace Boggs (2023 Graduate of Edmond Memorial) will attend Oklahoma State University in the fall and study Accounting, Pre-Law. Their oldest daughter Lora Boggs, graduated OSU in May 2023 with her Masters in Accounting, played 4 years on the OSU Cowgirls Tennis Team and will be working for Hogan Taylor in Tulsa.  James & Dayna attend Life Church in Edmond.  In their spare time, they love traveling with family/friends and serving in the community.

Panelist: Sarah Roberts, Business Development Officer, Tinker Federal Credit Union

Sarah Roberts, from Lone Grove, Ok, is a Business Development Officer at Tinker Federal Credit Union, the largest credit union in Oklahoma. She has been with TFCU for four years. Ms. Roberts holds a Master’s of Business Administration as well as a Bachelor’s degree in both Marketing and Business Management from Southeastern Oklahoma State University.

During her career, Sarah has served with many organizations and has been recognized numerous times for her exemplary work. She is currently a big sister to a little sister for Big Brothers Big Sisters of Norman and serves as the board chair, a board member for Women’s Resource Center and serves on the Norman Citizens Advisory Board and Cleveland County Salvation Army Advisory Board. Sarah is also a graduate of Leadership Norman, Leadership Native Oklahoma and will graduate from Leadership Broken Arrow this spring. She was a recipient of the NextGen under 30 Oklahoma, NormanNext “Next Under 40”, The Journal Record “Achievers Under 40”, Oklahoma Magazine “40 under 40” and named Big Brothers Big Sisters “Big of The Year” for Norman.

Sarah enjoys making an impact in other’s lives and has a strong passion for promoting financial education. She is a Credit Union National Association Certified Credit Union Financial Counselor and works very closely with her colleagues to promote this in the communities of Oklahoma.

Residing in Norman, Oklahoma, Sarah enjoys spending time with family, her dog Bandit, friends, and her little sister. She also enjoys working on the family farm as well as hunting and fishing.

Panelist: Dustin Shanks, Senior Commercial Loan Officer, Tinker Federal Credit Union

Dustin Shanks, living in Stillwater, Ok, is a Sr. Commercial Loan Officer at Tinker Federal Credit Union, the largest credit union in Oklahoma. He has been in this role with TFCU for just over a year. Dustin holds a Bachelor’s degree in Agri-Business from Oklahoma State University.

During his career, Dustin has served with many organizations in varying roles.  The organizations he has enjoyed the most are Kiwanis, Payne County Youth Services and Chamber of Commerce.  Serving in these roles has brought to light more of the community needs that I can help with.

Dustin tries to help others, make their lives better and be a positive influence.  The greatest part about working in a financial institution is helping someone realize a goal or dream.

Dustin enjoys spending time with family and watching his two daughters in their many activities.

Panelist: Edith Baker, Investment Readiness Associate, Raven Indigenous Capital Partners

Edith Baker is an Investment Readiness Associate with Raven Indigenous Capital Partners.

Edith is a citizen of the Muscogee Creek Nation and a lifetime resident of Oklahoma. She is the mother of three and the overindulgent grandmother of six. Edith possesses extensive experience working with Tribes on economic and workforce development, including partnering with companies to provide solutions to Tribes wanting to create new industries and employment opportunities for their citizens.
