Topic: Oklahoma Tribal Finance Consortium “Oklahoma Impact Study
Speakers: 
Dr. Lancer Stephens is an Associate Dean for Sovereignty, Equity, Diversity and Inclusion (SEDI) and Associate Professor of Research

Dr. Stephens focuses on research regarding American Indian health, ethical research with diverse populations and social and behavioral factors of public health for the University of Oklahoma, Hudson College of Public Health.  He is also heavily involved with the development and continued support of non-profit organizations such as the Native Youth Preventing Diabetes (NYPD) coalition, the Oklahoma Inter-Tribal Diabetes Coalition (OIDC), and the Oklahoma Tribal Finance Consortium (OTFC), all of which are geared toward increased education, resources and disease prevention practices throughout Oklahoma’s American Indian populations.

 

Mr. Victor Flores is the President and found of the Oklahoma Tribal Finance Consortium (OTFC) and Director of Tribal Services of REDW

Mr. Victor Flores has served in multiple roles in Indian Country as a Tribal Health Finance Director, Tribal Nation CFO and Tribal Administrator.  Victor’s role for OTFC has led him to be instrumental in the expansion of the OSU Tribal Finance and Accounting program and the Oklahoma Native Economic Impact Study.  Victor holds a Master’s in Business, with a focus on Finance from Trinity University in San Antonio, TX. He also holds a Master’s in Business Administration from Oklahoma Christian University.  He is a longtime member of Native American Finance Officers Association (NAFOA), and is an ardent advocate for financial literacy in tribal communities.
