Speaker Information:

Kelly Factor was elected Vice Chairman of the Caddo Nation in 2018 and re-elected in 2022. She is a retired Commissioned Officer of the U.S. Public Health Service. She has worked at the Indian Health Service Headquarters in Rockville, MD, and has been the Director of Health Promotion/Disease Prevention for Riverside/San Bernardino County Indian Health in CA. Upon becoming a Commissioned Officer, she became Director of the Anadarko Indian Health Center. She has been CEO of the Lawton Service Unit, Clinic Director over the El Reno and Watonga Indian Health Centers, and has served as CEO of the Clinton Service Unit. She received a bachelor’s degree in social work and a Master’s in administration and health promotion/disease prevention from the University of Oklahoma.

Leonard Harjo is the Chairman of the Board of Directors for the Seminole Nation Division of Commerce. He was elected Principal Chief of the Seminole Nation in 2009 and re-elected in 2013. His other roles have included tribal planner, director of economic development for the Seminole Nation, and executive director of the Muscogee (Creek) Nation Division of Health Administration. He also worked for the Oklahoma Indian Affairs Commission and the United Tribes of Western Oklahoma and Kansas. Chief Harjo also served as a liaison to various tribal organizations and federal agencies, including Rural Enterprises Inc.’s board of directors and as a regent for Seminole State College. He is a graduate of Harvard University with a Bachelor of Arts in economics and a Master’s in public and private management from Yale School of Management.
