Speaker Names: Dr. Kathleen Elliott Spurgeon, Tribal-Municipal Specialist, Oklahoma Municipal League and Daniel McClure, General Counsel, Oklahoma Municipal League and Mayor of the City of McLoud

Additional Information: The Oklahoma Municipal League leads collaborative efforts among tribal and municipal governments to address community safety, health, and welfare of shared citizenry and residents.

Dr. Elliot Spurgeon

Dr. Kathleen Elliott Spurgeon, a citizen of the Muscogee Nation, serves as the Tribal-Municipal Affairs Specialist at the Oklahoma Municipal League. She leads the OML’s efforts to strengthen ties between tribes and cities in Oklahoma. Dr. Elliott Spurgeon is instrumental in coordinating the OML Tribal Municipal Symposiums as the forum in which ideas concerning common Tribal-Municipal issues can be exchanged. She has served as the Government Relations Specialist for the Muscogee Nation and has been a clinical optometrist for the Muscogee Nation Hospital and the Cherokee Nation.

Dr. Elliott Spurgeon has been an Optometric Physician for 30 years with over 20 years in healthcare legislative advocacy. She received her Doctor of Optometry from Northeastern State University where she also earned her Bachelor of Applied Science. Among many honors awarded to Dr. Elliott Spurgeon are the Oklahoma Legislative Physician of the Year for 2012, and the Oklahoma Optometrist of the Year Award for 2014.

Daniel McClure

Daniel McClure, a Citizen of the Choctaw Nation, is General Counsel for the Oklahoma Municipal League. Daniel leads the League’s Legislative Department with the primary responsibilities to represent the viewpoint of the OML’s member cities and towns at the state legislature. At the federal level the League keeps the congressional delegation apprised of the positions of the OML’s city and town officials on various national issues. Daniel currently serves on the McLoud City Council and is appointed Mayor for the City of McLoud.

Daniel earned his Juris Doctorate graduating Cum Laude from Oklahoma City University School of Law. Daniel also earned degrees from other institutions including a Masters in Public Administration from the University of Oklahoma, dual Bachelors degrees from the University of Central Oklahoma in Economics and Political Science, and an Associates degree from Rose State College.
